What is Predit ?

Predit 4 briefly (presentation, organization, operationel groups and how to submit) :

PREDIT is a programme for the funding of research, experimentation and innovation in land transport, started and implemented by the ministries in charge of sustainable development, transport, research, and industry, three agencies ADEME, ANR and OSEO. By stimulating cooperation between public and private sector, this programme aims at encouraging the creation of transportation systems that would be economically and socially more effective, safer, more energy saving, and finally more respectful of Man and environmentally-friendly.

Third programme since 1990

  • PREDIT 1 (1990-1994) was mainly devoted to technological innovations in vehicles: TGV, automobile vehicles, light automatic underground trains. This first programme was granted 2.6 billion Francs (396.4 million Euros) in public funds.
  • PREDIT 2 (1996-2000) covered a noticeably wider field, considering the subjects concerned (involvement of Man and Society sciences, Life sciences…), but also the aims of the research (transport services organization, goods, harbour interfaces…). This second programme made about 1,400 research projects possible and received over 300 million Euros in public funds.
  • PREDIT 3 (2002-2006) was officially decided on 19th March 2002. A draft agreement was signed by the four ministers and two agency directors who promoted the programme. Predit 3 was marked by a specific effort put on goods transportation and energy and environment issues, greenhouse effect in particular, as well as a diversified research on safety. This third programme has been prolonged until 2007 and given about 360 million Euros in public funds.
  • PREDIT 4 (2008-2013) was officially decided on 19th March 2002. A draft agreement was signed by the four ministers and two agency directors who promoted the programme. Predit 3 was marked by a specific effort put on goods transportation and energy and environment issues, greenhouse effect in particular, as well as a diversified research on safety. This third programme has been prolonged until 2007 and given about 360 million Euros in public funds. was officially launched in May 2008. It is the result of an agreement between the Ministry of Ecology, sustainable development and energy, the Ministry for economy, finance and industry, the Ministry of higher education and research and three agencies (Ademe, Environment and energy management agency, ANR, the French national research agency, OSEO (provides assistance and financial supports to French SME's). Predit unites their incentive measures relative to land transportation (i.e. road, rail and waterways) in response to current social issues, notably with a view to sustainable development. The objectives are entirely in line with the conclusions drawn by France's "Environment Round Table" ("Grenelle de l'environnement") and the recommendations formuled by the various working groups formed as a result.
    Predit 4 focus on coordinating the deployment of 400 million euros of public funds as part of an overall investment in research amounting to around 1 billion euros.
    The programme is dedicated to six major fields and issues :
    • Energy and environment (GO1)
    • Quality and safety of transportation systems (GO2)
    • Mobility in urban areas (GO 3)
    • Logistics and freight transport (GO4)
    • Competitiveness in the transport industry (GO5)
    • Transport policy (GO6)
  • The New Predit: reconfigured, quite ready for 2015 Very constructive findings resulted from Predit-4 performance appraisal, together with a firm suggestion for reconfiguring both its assignment and organization, so to adapt to the developments of French and European research institutional scenes since 2008.
    All the stakeholders rallied by October 2013 to that process for Predit reconfiguration.
    Today, the resulting project for a New Predit enjoys a consensus among the six constituents (3 ministries and 3 agencies). Both the concept and the agenda have been adjusted in favour of sector-based coherence; the governance has been redesigned around one multi-partner Council; both the profile and the framework were redefined, by introducing ad-hoc expert groups with varied roadmaps; etc. The ultimate interministerial adjustments are under way.
    At the end or the current transition, the Predit reconfiguration should materialize by the autumn of 2014, in conditions which further both attractiveness and influence: as an efficient inter-ministerial platform, in line with its proven reputation, to be chaired by a key personality again.
    Thus the foundations are laid down for granting the Predit one more mandate: one more life to this transport-specific exception, a 30-year-old catalyst for French public incitements to research and innovation.
